Russia has signalled its willingness to provide discounted oil to Pakistan, but has made it clear that any such arrangement will require a formal request from Islamabad.

Speaking in the federal capital on Tuesday, Russia’s Ambassador to Pakistan, Albert Khorev, said Moscow is prepared to extend concessional oil supplies. He noted, however, that Pakistan has not yet initiated any official communication on the matter.

He underscored that energy remains the cornerstone of economic cooperation between the two countries, adding that further progress would depend on proactive engagement from Pakistan.

The offer comes as global oil markets face disruption following Iran’s move to block the Strait of Hormuz after strikes carried out by the United States and Israel. The waterway is a critical channel for international crude shipments, and its closure has tightened global supply.

Pakistan has already felt the impact, increasing petrol and diesel prices by 20 percent in response to supply pressures. Officials have indicated the adjustment is temporary and linked to prevailing external conditions.

The Russian envoy stated that Iran’s actions were aimed at US military assets in Gulf waters, while refraining from further analysis due to the evolving situation.

He described recent military developments under Donald Trump as unexpected and said the broader situation remains uncertain.

He also condemned an attack on a girls’ school in Iran that resulted in the deaths of 170 children and called for restraint, urging all sides to avoid escalation and pursue diplomatic solutions in line with the United Nations Charter.

He added that the use of force against Iran has intensified tensions and contributed to instability across the region.
