The Pakistan Telecommunication Authority (PTA) has started blocking online content through its Web Monitoring System (WMS), restricting access to numerous websites, social media links, and mobile applications.
The Minister in charge of the Cabinet Division informed the National Assembly that the PTA had blocked 2,369 URLs and 183 mobile applications exposing personal data and identity information.
Sources revealed that the WMS, a surveillance infrastructure utilizing Deep Packet Inspection (DPI) technology, was acquired from a Canadian firm in 2019 for approximately $18 million. This system grants the PTA extensive control over internet traffic at the gateway level, enabling large-scale enforcement of blocking and censorship measures.
It has also been used to block social media IDs and other online entities accused of engaging in propaganda against state institutions and Pakistan’s broader interests.
The Minister stated that PTA regularly conducts public awareness campaigns to educate people on safe internet use, utilizing print media, SMS, and social media. Additionally, the government has proposed the Personal Data Protection Bill to enhance data privacy and protection, though it remains under review.
To support content regulation, PTA has developed an online E-Portal system for government organizations, allowing federal and provincial ministries, law enforcement agencies, and other stakeholders to lodge complaints instantly. Currently, 47 entities use this platform for seamless tracking of concerns.
For the public, a user-friendly Complaint Management System (CMS) is available through PTA’s website, mobile application, and email service, offering multiple channels to report unlawful online content.
