The Pakistan Software Export Board (PSEB) has announced plans to install advanced software and hardware infrastructure under Phase I of the National Semiconductor Human Resource Development Program (NSHRDP), aimed at building a skilled workforce in chip design and related technologies.

The initiative is part of a Rs4.8 billion government-backed program designed to train more than 7,200 engineers in semiconductor design and verification using globally recognized Electronic Design Automation (EDA) tools. Officials said the project will help prepare Pakistani graduates for opportunities in the fast-growing global semiconductor industry.

Under the program, semiconductor training laboratories will be established at nine leading universities and research institutions across the country. The labs will provide hands-on training in integrated circuit (IC) and system-on-chip (SoC) design, with a focus on developing expertise in “fabless” chip development rather than costly fabrication infrastructure.

Officials said the initiative is aligned with Pakistan’s strategy to enter the global semiconductor ecosystem, which is estimated to be worth over $1 trillion, by focusing on high-value segments such as chip verification and design services.

The training program will also offer certifications and mentorship opportunities aimed at improving employability in international markets, particularly in countries facing shortages of semiconductor engineers, including China and Saudi Arabia.

PSEB has already initiated procurement of the required software and hardware infrastructure through a competitive bidding process. A pre-bid meeting with prospective vendors is scheduled for April 16, 2026, after which installations are expected to begin.

Officials described the program as a key step toward developing a globally competitive semiconductor talent pipeline and strengthening Pakistan’s position in high-tech exports.
