The Prime Minister has constituted a 10-member Task Force on digitalization under the chairmanship of the State Minister for Finance and Revenue, Ali Pervaiz Malik.
According to a letter seen by Raised by Numbers, the Prime Minister has establish a Task Force for the comprehensive and end-to-end digitalization of the Federal Board of Revenue (FBR).
The Minister of State for Finance & Revenue will serve as the Chairman of the Committee, while Major General Syed Ali Raza, DG C4I, will Co-Chair the Task Force.
The other members of the committee are:
- Ghazi Akhtar from Lotte Akhtar Beverages Ltd
- Ziad Bashir, Member of the Board of Directors at Gul Ahmed
- Amir Malik, ex-CEO of PRAL
- Fareed Zafar from LUMS
- Asif Peer from Systems Ltd
- Tania Aidrus
- Waqas ul Hasan from Karandaz
- Gohar Marwat, Project Officer at NADRA.
These individuals shall be members of the Task Force.
The Task Force may co-opt any person from the public or private sector, if deemed necessary, for the purpose of this task.
The Terms of Reference (ToR) of the Task Force include formulating policy interventions required for the digitalization of the FBR along with the implementation of data automation/software solutions, encompassing the following:
a) Data integration (vertically with Provincial Revenue Authorities and horizontally across Ministries/Government departments);
b) Risk-based auditing with CNIC as the single primary identifier to broaden the tax base;
c) Supply chain automation (wholesaler, distributor, and middleman network);
d) Track & Trace System through an integrated/automated system;
e) Restructuring of PRAL as an independent IT-driven bureau for generating planning data/statistics; and,
f) Trade data sharing interface with trading partners for effective valuation/appraisal.
The Task Force shall submit its recommendations/plan for the consideration of the Prime Minister within one month.
