Pakistan has presented a framework to Iran and the United States aimed at ending hostilities and potentially reopening the Strait of Hormuz, a key global shipping route, as early as Monday, according to Reuters.

The plan, exchanged overnight, outlines a two-tier approach: an immediate ceasefire followed by a broader, comprehensive settlement. The initial understanding would take the form of a memorandum of understanding, finalized electronically through Pakistan, which is serving as the sole communication channel in the talks.

The proposal, tentatively dubbed the “Islamabad Accord,” envisions a ceasefire coming into effect immediately, reopening the Strait of Hormuz, with 15–20 days allocated to finalize a regional framework for long-term stability. Final in-person talks are expected to take place in Islamabad.

Pakistani army chief Field Marshal Asim Munir has reportedly been in constant contact with U.S. Vice President JD Vance, U.S. special envoy Steve Witkoff, and Iranian Foreign Minister Abbas Araqchi as part of the negotiations.

Axios reported over the weekend that U.S., Iranian, and regional officials were discussing a potential 45-day ceasefire as part of a two-phase deal that could eventually lead to a permanent end to the war.

While Iran has indicated interest in a permanent ceasefire with guarantees against further attacks from the U.S. and Israel, officials have not yet committed to the Islamabad-backed proposal. Pakistan, China, and the United States have jointly supported a temporary ceasefire, but no formal agreement has been secured.

The final accord is expected to include Iranian commitments not to pursue nuclear weapons in exchange for sanctions relief and the release of frozen assets.

The diplomatic push comes amid escalating hostilities that have disrupted shipping and heightened volatility in global energy markets. U.S. President Donald Trump has publicly called for a rapid resolution to the conflict, warning of consequences if a ceasefire is not reached promptly.
