The Federal Board of Revenue (FBR) has announced a new policy allowing foreign tourists to temporarily import vehicles into Pakistan for three months. This decision, detailed in a notification issued on Friday, aims to facilitate international visitors’ traveling by car.

Under the new regulation, tourists can import vehicles against a carnet-de-passage or a bank guarantee. The vehicles will be delivered by the officer-in-charge at the Customs station of entry without the payment of customs duties, provided the tourist declares at the Customs station or port of entry that they will not transfer ownership of the vehicle during their stay in Pakistan.

In cases where it is not feasible for the tourist to export the vehicle within the initial three-month period, the FBR has outlined a provision for extension. Tourists may apply to the respective Collector with jurisdiction before the expiry of the original period. The extension, which cannot exceed an additional three months, is contingent upon the tourist holding a valid carnet-de-passage or bank guarantee and committing not to leave the country during the extended period.

In a separate notification, the FBR clarified the treatment of goods brought into the country in commercial quantities. As defined in the Customs regulations, the adjudicating authority will confiscate such goods.
