The Pakistan Telecommunication Authority (PTA) has officially launched the registration process for Virtual Private Network (VPN) service providers, but no applications have been received so far. The process, which began on December 19, is still in its early stages as companies assess the registration requirements. Applications are expected to start arriving within the next two to four weeks.

Under the new framework, VPN service providers will be required to register through a Class License for Data Services, enabling local registration and mandating data centers within Pakistan. PTA officials stated that the licensing process aims to regulate VPN providers, ensuring compliance with Pakistan’s data protection laws.

The licensing fee for VPN providers will range between Rs. 200,000 and Rs. 400,000, depending on the scope of services offered. The decision to regulate VPN services follows consultations with relevant stakeholders and is intended to address issues related to unregistered VPNs. Only licensed proxies provided by registered companies will be permitted, while unregistered VPNs will be blocked.

PTA officials emphasized that this initiative is part of a broader strategy to enhance cybersecurity and improve monitoring capabilities. By regulating VPN services, the authority aims to gain better access to user data and browsing history, enabling the identification and tracking of cyberattacks. The move is expected to address long-standing challenges posed by unregulated VPN usage and provide a structured approach to the sector’s growth.

While the registration process is underway, VPN providers are reportedly reviewing the requirements before submitting applications. Industry insiders expect the first applications to be filed within the next few weeks.
