A devastating LPG fire and explosion near the Industrial Estate in Multan claimed several lives and caused significant property damage. The tragedy occurred due to the illegal transfer of LPG from a bowser to cylinders and the unsafe mixing of CO₂ with LPG at an unauthorized facility. Prolonged leakage of LPG from the bowser led to the accumulation of gas in the surrounding area, which ignited upon contact with a ignition source, triggering a massive explosion.

The Oil and Gas Regulatory Authority (OGRA) has confirmed that the incident stemmed from unlicensed and unsafe practices. LPG, being heavier than air, spread and accumulated in the area, creating a highly flammable environment. The explosion highlights the dangers posed by illegal LPG operations, which continue to operate outside the regulatory framework.

In response to the incident, OGRA has appointed a third-party inspector to collect evidence from the site and determine the exact cause and circumstances of the explosion. The authority is also working closely with the district administration to implement stringent measures to curb illegal LPG operations in the region.

OGRA emphasized that it strictly regulates licensed premises in collaboration with the Department of Explosives. However, recognizing the risks posed by unauthorized facilities, the authority has initiated joint actions and legal proceedings against such setups to prevent future tragedies.

Stricter Legal Framework in the Works
OGRA has proposed amendments to the Pakistan Penal Code (PPC) to introduce enhanced penalties and a stricter legal framework to discourage the illegal handling of LPG and other petroleum products. These amendments, currently in the final stages of approval, aim to strengthen enforcement and accountability in the sector.

Once the inquiry is complete, OGRA has assured that strict action will be taken against any licensed entities found culpable in this incident. The authority reiterated its commitment to ensuring safety and compliance in the LPG sector, while also addressing the growing threat of illegal operations.
