The federal government has formally requested the National Electric Power Regulatory Authority (NEPRA) to implement a uniform electricity tariff across Pakistan, including Karachi, beginning July 1, 2025.

The request is part of the government’s broader energy reforms and aligns with the National Electricity Policy 2021, which emphasizes tariff uniformity while maintaining key socio-economic objectives.

According to official documents, the government has proposed a new national average electricity tariff of Rs. 34 per kWh for the fiscal year 2025–26. This marks a reduction from Rs. 35.50 per kWh in the previous fiscal year. The proposal also reflects a 13 percent cut in power sector subsidies, bringing the amount down from Rs. 1.190 trillion to Rs. 1.036 trillion.

The motion submitted to NEPRA calls for the issuance of a consolidated and uniform tariff, including quarterly adjustments, for all state-owned distribution companies (DISCOs) under Section 31(4) of the NEPRA Act. The government clarified that the uniform tariff is not a revenue-generating measure but rather a step toward tariff rationalization within the approved revenue requirements.

Crucially, the government has also proposed that K-Electric (KE) customers—before and after any future privatization of the utility—be subject to the same end-user tariff structure as the rest of the country.

Separate motions have been filed for DISCOs and K-Electric, and NEPRA is scheduled to hold a public hearing on July 1, 2025, to deliberate on the proposed uniform tariff regime.
