The Capital Development Authority (CDA) has issued a formal notice after detecting significant discrepancies in the approved layout plan of Bahria Enclave housing society located in Zone-IV, Islamabad.
According to official documents, the project was approved on December 29, 2020, covering more than 12,500 kanals and comprising over 8,800 residential plots. However, recent scrutiny by the authority revealed serious inconsistencies between official layout plans, particularly involving parks, playgrounds, and designated green areas.
CDA officials found that two separate Layout Plans (LOPs) for the same housing scheme were recorded within the Regional Planning Directorate, each containing noticeable variations. The existence of dual plans has raised regulatory concerns regarding compliance with approved planning standards.
The authority identified a shortfall exceeding 200 kanals in parks and green spaces, sparking concerns about environmental compliance and the long-term impact on future residents.
Following these findings, the CDA has directed the project sponsor to submit clarification along with the original approved layout plan, complete AutoCAD files, and a detailed explanation addressing discrepancies in planning calculations.
A meeting has been scheduled for April 6, 2026, at 9:00 AM, where representatives of the housing project, including the consultant town planner, have been instructed to appear before CDA officials and present the required documentation.
The notice warns that failure to reconcile the discrepancies may result in legal and regulatory consequences, including potential delays and enhanced scrutiny of the ongoing development.
Officials involved in the approval process have also been called for clarification. The outcome of the meeting is expected to determine the future course of the housing project and may set an important precedent for regulatory enforcement in Islamabad’s rapidly expanding real estate sector.
