Pakistan has collected Rs. 219.93 billion in passport fees over the past five fiscal years, while the government has ruled out any immediate reduction in passport charges.
The Ministry of Interior informed the Senate that no proposal to reduce passport fees was currently under consideration.
The information was shared in a written response to a question by Senator Muhammad Talha Mahmood, along with details of passport fee collections from FY2022 to FY2026.
The government collected Rs. 21.618 billion in passport fees in FY2022, followed by Rs. 34.495 billion in FY2023.
Revenue increased to Rs. 50.906 billion in FY2024 and reached Rs. 64.392 billion in FY2025. Collections then declined to Rs. 48.52 billion in FY2026.
Why Pakistan Will Not Reduce Passport Fees
The Ministry of Interior told the Senate that there was currently no plan to lower passport charges because electronic passports cost more to produce and procure than ordinary passports.
The government is gradually shifting from machine-readable passports to electronic passports (e-passports) as part of its efforts to modernize the passport system.
According to the ministry, the e-passport system is being introduced in line with standards set by the International Civil Aviation Organization (ICAO).
The transition is intended to bring Pakistan’s passport system in line with international standards and modern travel document requirements.
