Pakistan has registered 2.03 million active digital payment points under the Cashless Pakistan Initiative, including 1.73 million merchants accepting payments through Raast QR codes, according to a Finance Ministry document submitted to the National Assembly.

The government is targeting full digitization of public sector payments by December 2026, with the State Bank of Pakistan (SBP) tracking progress against four key indicators.

By June 2026, active digital commerce payment points had risen to 2.03 million from a baseline of 500,000. The number of mobile, internet app and digital banking users increased to 137 million from 95 million, while digital transactions climbed to 11.9 billion from 6.9 billion.

The share of remittances credited directly to accounts and digital wallets also increased to 92 percent from 80 percent.

Government Payments Shift to Digital Channels

Government-to-person (G2P) payments through Raast and digital banking channels at centralized government entities rose from Rs. 472 billion in July 2025 to Rs. 4.402 trillion in June 2026.

These digital payments accounted for 76 percent of total disbursements by federal and provincial governments, as well as the governments of Azad Jammu and Kashmir and Gilgit-Baltistan.

More than 84 percent of G2P transaction volumes were processed through Raast, covering 39.5 million transactions.

Raast integration and digital payment processing have also been extended to major self-accounting entities, including the Central Directorate of National Savings, Pakistan Post Office Department, Ministry of Foreign Affairs, Geological Survey of Pakistan and provincial forest departments.

Of the Rs. 1.669 trillion allocated to these entities, Rs. 1.247 trillion, or 75 percent, was disbursed through digital and Raast-based payments.

QR Payments and Digital Wallets Expand

The document states that domestic billers are required to introduce QR codes to support digital payments. Meanwhile, payments under the Benazir Income Support Programme were shifted directly to beneficiaries’ digital mobile wallets in July 2026.

Digital payment adoption across state-owned enterprises is also progressing. Government-to-person payments accounted for 34 percent of payments by value through digital channels, while digitized person-to-government payments reached 18.4 percent by value.

The Finance Ministry has established a dedicated data collection portal to track progress and identified 25 high-impact entities to speed up implementation.

Technical integration with the remaining entities, including Pakistan Railways and Ehsaas Assignment Accounts, is ongoing.

The government aims to complete the digitization of public sector payments by December 2026.
