The government has cut import duties on mobile phones for fiscal year 2026-27, reducing the regulatory duty on smartphones priced above $500 by Rs. 4,400 per handset.

The changes cover both regulatory duty (RD) and Additional Customs Duty (ACD) on imported smartphones and cellular phones under the revised tariff structure.

For Completely Built Unit (CBU) phones, the new regulatory duty rates are:

The largest reduction applies to phones costing more than $500. Their regulatory duty has fallen from Rs. 22,000 to Rs. 17,600, a 20 percent reduction.

The government has also lowered ACD from 6 percent to 4 percent across the relevant smartphone and cellular-phone categories.

For mobile phones imported as CKD or SKD units, the regulatory duty has been reduced from 5 percent to 4 percent. ACD on these units has also been cut from 6 percent to 4 percent.

The Commerce Ministry said the reductions were introduced under the FY2026-27 budget as part of the government’s tariff rationalisation efforts under the National Tariff Policy 2025-30.

The duty cuts come after a significant increase in mobile-phone imports. Pakistan’s total smartphone and cellular-phone imports rose from $1.497 billion in FY2025-26 to $1.888 billion. CBU smartphone imports alone more than doubled to $357.7 million.

Meanwhile, the Mobile Device Manufacturing Policy 2020-25 has expired, and the government has yet to approve a new policy.

However, incentives previously available to mobile manufacturers and assemblers remain protected through the Fifth Schedule of the Customs Act, 1969.

The latest tariff changes reduce the duty burden on imported phones while the government continues to support local mobile-device assembly and manufacturing.
