The federal cabinet on Tuesday approved Pakistan’s first four-year Hajj Policy and Plan for 2027-2030, according to a statement from the Prime Minister’s Office.

Under the new framework, intending pilgrims will no longer be required to register separately every year. The policy, which is the first long-term Hajj plan introduced in the country, will replace Pakistan’s usual practice of announcing a new Hajj policy annually.

The Prime Minister’s Office said the policy is aimed at improving long-term planning and operational efficiency, while also helping the government provide better facilities to pilgrims. Authorities will now prepare standard operating procedures and additional regulations to implement the plan, though the government may amend it later if needed to keep it aligned with Saudi Arabia’s laws and regulations.

According to the new system, pilgrims will register only once and choose any preferred Hajj year up to 2030. The government will then maintain a priority waiting list based on those registrations.

The cabinet was also informed that a Shariah-compliant savings scheme will be introduced for prospective pilgrims, allowing them to save gradually and arrange financing for future Hajj expenses.

Officials said Pakistan is also digitizing the entire Hajj system. The digital framework will include online payment facilities, a digital complaints management system and electronic monitoring.

The four-year policy includes separate quotas for the government and private Hajj schemes, along with both long-duration and short-duration Hajj packages. It also provides for mandatory training for pilgrims, Takaful arrangements and emergency response measures.

The cabinet directed authorities to appoint Hajj assistants through a transparent and merit-based process.

Pakistan has already begun preparations for Hajj 2027. Last month, the government launched mandatory registration for prospective pilgrims, with state broadcaster Radio Pakistan reporting that around 250,000 people completed registration within 15 days.
