The government has decided to revise the proposed Telecom Reorganization Amendment Bill 2026 following objections from the Pakistan Peoples Party (PPP) and concerns raised by lawmakers over several of its provisions. The bill was passed by the National Assembly on June 11, 2026, and is currently awaiting further parliamentary consideration.
According to sources, the government is preparing amendments to address concerns highlighted by the PPP. Officials said some legal and technical provisions in the draft were misunderstood, while public discussion also misrepresented certain proposed penalties. The revised draft will be finalized after consultations with the PPP’s legislative committee.
Sources in the Ministry of Information Technology said the provisions related to laying underground telecom cables will remain unchanged. However, the government is considering amendments to rules governing the installation of above-ground telecom infrastructure. The proposed changes are aimed at reducing concerns over the bill’s wording while preserving its intended objectives.
The legislation has been the subject of debate in parliamentary committees. PPP members raised reservations during discussions in the relevant standing committee, while Pakistan Muslim League-N Senator Afnan Ullah also questioned several clauses of the bill. As a result, further amendments are expected to be presented before the Senate Standing Committee on Information Technology.
The original bill included provisions allowing legal action against individuals who obstruct telecom infrastructure projects. Once the revisions are completed, the amended bill will be submitted to the Senate Standing Committee on Information Technology before being tabled in the Senate. If approved, it will return to the National Assembly for final passage.
