The Capital Development Authority (CDA) has issued a show-cause notice to the management of Ittefaq Residensia, a private housing scheme located in Zone-IV of Islamabad, over alleged unauthorized development activities.
According to the notice, the housing scheme carried out development work without obtaining approval of its Layout Plan (LOP) and the mandatory No Objection Certificate (NOC) from the CDA, in violation of applicable planning and zoning regulations.
The authority alleged that Ittefaq Residensia has been engaged in development work as well as marketing, sale, purchase, and transfer of plots without the required approvals. CDA officials have directed the scheme to immediately halt all such activities and stop the use of land being developed in violation of the law.
The notice further orders the removal and demolition of all unauthorized structures and development work within seven days. The CDA stated that no private housing scheme can be launched, planned, or developed within the Islamabad Capital Territory without prior approval from the authority, which serves as the sole regulator of housing schemes in the federal capital.
Citing multiple judgments of the Islamabad High Court and the Supreme Court of Pakistan, the authority reiterated that unauthorized construction and development activities are illegal and subject to enforcement action. It added that the courts have consistently upheld CDA’s powers to regulate housing projects and enforce approved planning and zoning laws.
The CDA warned that failure to respond to the notice or comply with its directives may result in demolition of illegal structures, sealing of project and site offices, and enforcement operations with police assistance. The society has been granted seven days to submit a written reply and appear for a personal hearing before further legal action is initiated.
