The Directorate General of Customs Valuation Karachi has issued new customs values for a wide range of polyester fabrics, including unbleached, bleached, dyed, and printed varieties, with separate rates for microfiber and standard types. The ruling, Valuation Ruling 2058 of 2026, applies to imports based on weight thresholds but excludes polyester shirting and suiting fabrics, which remain subject to existing valuation rulings.

The revision follows consultations with importers and exporters, who highlighted challenges under the Export Facilitation Scheme (EFS). Stakeholders argued that applying previous valuation rules at the import stage caused difficulties in filing Export Goods Declarations, creating mismatches between import and export values.

After reviewing import data from January to March 2026 and analyzing supporting documents, the Directorate determined that customs values required adjustment. The revised values were calculated in line with Section 25 of the Customs Act, 1969, ensuring compliance, fairness, and transparency.
