The Pakistan Telecommunication Authority (PTA) is moving ahead with plans to launch a unified mobile application aimed at digitizing public telecom services, alongside a major revamp of its existing web platforms. The initiative marks a significant step in the regulator’s broader digital modernization drive.

PTA has initiated a competitive tender under the Single Stage Two Envelope procedure, inviting eligible bidders to submit technical and financial proposals via the e-PADS system within the prescribed deadline.

The project will deliver a cross-platform mobile app compatible with multiple operating systems and devices, while the current web applications will be upgraded to improve performance, usability, and functionality. Post-deployment support is a key requirement, with the selected vendor expected to provide ongoing maintenance, updates, and technical assistance to ensure long-term reliability.

Security, integration capability, and accessibility are central to the project’s technical standards. PTA will evaluate bids based on prior experience with large-scale mobile and web solutions, technical compliance, operational capabilities, and cost effectiveness. The successful bidder will undergo provisional acceptance testing and must provide a performance guarantee while meeting all functional benchmarks.
