The Sui Northern Gas Pipelines Limited (SNGPL) has identified 20 major public sector entities as defaulters, with outstanding gas bills exceeding Rs. 200 million. The list includes prominent institutions such as Aiwan-e-Sadr, Parliament Lodges/MNA Hostel, the Ministry of Finance, the Foreign Office, and Parliament House.
According to an official communication from SNGPL’s management, these state-owned institutions have accumulated significant unpaid dues. Parliament Lodges/MNA Hostel (meter number 02210217) alone owes Rs. 21,865,808 as of November 2024. Another meter for the same facility has already been disconnected, with additional dues of Rs. 2,655,735. CDA-H Block Parliament Lodges (meter number CU07014345) owes Rs. 433,590, bringing the total outstanding amount for these facilities to Rs. 24,955,133.
The Cabinet Division building is also among the defaulters, with meter number RC01551798 and unpaid dues of Rs. 23,075,733. Aiwan-e-Sadr Main Building (meter number RC01624992) owes Rs. 11,469,830, while Aiwan-e-Sadr Police Barrack-C (meter number CU04060539) has dues of Rs. 2,856,192. Aiwan-e-Sadr Barrack-A (meter number CU03044579) owes Rs. 2,359,717. Other facilities under Aiwan-e-Sadr, including Police Barrack-B, Police Barrack-D, Washpoint, and Dispensary, are also listed as defaulters.
The Foreign Office (meter number RC00843909) has the highest outstanding dues, amounting to Rs. 53,309,209. Other defaulters include K-Block Building, Pak Secretariat (IB Headquarters, meter number RC01624958), with dues of Rs. 23,579,378, and M Block Building, Pak Secretariat (housing security contingents of the Army and ICT for Parliamentarians, meter number AL0460661), with unpaid bills of Rs. 24,482,408. Q Block (Ministry of Finance, Pak Secretariat) owes Rs. 3,740,602, and its meter has been disconnected. Similarly, B/D Block Building, Pak Secretariat, has a disconnected meter with dues of Rs. 1,228,515.
Other defaulters include the US Agency (meter number AL06033010), which owes Rs. 219,300, and the Masjid Pak Secretariat, with unpaid bills of Rs. 40,271. Parliament House Building also has significant outstanding dues of Rs. 24,158,444.
SNGPL’s letter highlights the sharp increase in gas tariffs, which have risen by 272% from Rs. 780 per MMBTU in January 2023 to Rs. 2,900 per MMBTU in February 2024. Despite this, annual budget allocations for these institutions are typically based on previous years’ funding, with only minor increases of up to 10% approved by the government.
To recover the Rs. 200 million owed by these 20 meters and their respective entities, SNGPL has contacted the federal government and the Accountant General Pakistan Revenues (AGPR) office.
